In brief
The greenhouse gas reduction quota requires mineral oil companies to reduce emissions from the fuels they place on the market. Registered holders of fully electric vehicles can certify and sell the emissions saved.
How does trading work?
Companies subject to the quota can meet their obligation by purchasing reductions from third parties. Owners of battery electric vehicles register them with the German Environment Agency (Umweltbundesamt) through an intermediary, receive a certificate, and sell the reduction. A payment is made per vehicle and calendar year.
Which vehicles are eligible?
Only fully battery electric vehicles. Plug-in hybrids are excluded. The person or organization registered as the holder on the vehicle registration certificate may apply: for company vehicles, this is generally the company; for leased vehicles, it depends on the contract arrangements.
What should fleet managers consider?
Revenue per vehicle depends on the market price of quota credits and varies accordingly. It should therefore not be treated as a fixed amount when calculating the economics of an electric vehicle.
The administrative work per vehicle is manageable, but grows with fleet size because separate evidence must be submitted for each vehicle. When vehicles enter or leave the fleet during the year, assigning clear responsibility helps ensure none are overlooked.
