Driver's license checks in the vehicle fleet: A process that often doesn't work in practice
Checking driver’s licenses twice a year. A legal requirement that most fleet managers are familiar with. And yet it’s one of those processes where things regularly go wrong in practice.
Not because no one takes it seriously. But because the chosen verification method often doesn’t fit the reality of the company.
Who is liable if something happens?
The legal basis is clear: As the vehicle owner, the company is responsible for ensuring that every driver holds a valid driver’s license. Anyone who cannot provide proof of this is liable and also risks losing insurance coverage in the event of an accident.
Documentation is key here: date, examiner, result. Anyone who fails to document this completely is not covered in an emergency, no matter how thorough the checks were in day-to-day operations.
For fleets with professional drivers, there is an additional requirement: the Driver Qualification Certificate (FQN). It proves that drivers have completed the legally required continuing education and must be presented during inspections just as the driver’s license itself must be.
Where Fleet Management Regularly Falls Short
Most companies have eventually settled on a monitoring method. The problem is that a vehicle fleet is rarely homogeneous.
The field representative who spends weeks at a client’s site won’t make a special trip to the main office just for a scanner appointment. The warehouse team without company cell phones can’t use an app-based solution. A company operating three branches that only has a scanner at the main office effectively lacks a functioning monitoring system for all drivers. Remote workers do not come into the office regularly for an on-site check. And companies with particularly strict data protection requirements are simply not allowed to store or read certain driver’s license data, which rules out traditional digital solutions.
The result is the same in all cases: a portion of the workforce is not fully checked or not checked at the intended intervals. Not intentionally, but because the process does not fit the company’s structure. In the event of a claim, this is not a mitigating factor.
