🔗 Networking: Transparency, Utilization, Electric Mobility: How a County Manages Its Fleet Today
With a population of approximately 316,000, the Paderborn district is one of the most populous districts in East Westphalia. The Office of Central Services manages a fleet of 66 vehicles—including 18 electric vehicles—and serves approximately 500 active users across multiple locations.
The new RFP did not focus on digitalization per se, as the district was already digitally equipped. The goal was to find a solution that would provide a more targeted view of vehicle utilization and cost transparency while keeping day-to-day operations as simple as possible for users.
With the AZOWO Mobility Cloud, bookings are now made via a browser or app, and key issuance is fully automated through PIN-secured lockers. A vehicle-class-based algorithm assigns the appropriate vehicle in each case, while OBD dongles provide real-time data on mileage and ignition status. The district’s organizational structure, with its various offices and branch offices, is directly mapped within the system.
Adrian Damm from the Logistics Administration department summarizes what has changed: “The new system now gives us the necessary data-driven transparency, allowing us to gain a reliable overview of our fleet and use our available resources optimally and responsibly.”

It is important to us that the Mobility Cloud is accessible to all users, regardless of physical limitations. That is why accessibility is firmly embedded in our internal guidelines and feature planning, with clear responsibilities within the team and regular reviews through self-assessments and online tools.
This is already evident in several areas of the platform. The display can be zoomed in up to 200 percent without losing any content. A screen reader or speech recognition software can guide users through most of the platform; content can be displayed with high contrast; and images are provided with alternative text descriptions so that information is never conveyed solely through color. The Web Content Accessibility Guidelines (WCAG) 2.1 at Level AA and the German Accessible Information Technology Ordinance (BITV) 2.0 serve as benchmarks.
